Constantine “Dean” Nicoladis has been employed full time by N-Y since 1987. During this time he has obtained extensive experience in various types of civil engineering projects. These include, among others, water, wastewater, storm drainage, flood and surge control as well as street projects. His work includes the planning, design and construction of pump stations, force mains, gravity lines, water supply and treatment facilities, wastewater treatment facilities, building sitework, levees, T-walls and fronting protection for storm drainage pump stations.

Mr. Nicoladis is responsible for the firm’s general civil and utility engineering practice. He plays a major role in marketing and managing these types of projects for the firm. He has extensive experience working with public and private clients at the local, state and federal level as well as with government regulatory and permitting agencies. He is proficient in providing preliminary and planning reports as well as final construction plans and specifications and construction administration services.

Mr. Nicoladis has served as president of the New Orleans Chapter of the American Council of Engineering Companies and was president of the Board of Governors of the American Council of Engineering Companies of Louisiana for the 2010-11 term. He is presently serving as National Director of the organization. He is a member of the Holy Trinity Greek Orthodox Cathedral.

Representative Experience with N-Y

  • Principal-in-Charge and Project Manager for the Harrison County Utility Authority (MS) W-19 Broadwater Water System Improvements and S-1 Broadwater Wastewater System Improvements projects, both CDBG funded. These projects include studies, plans and specifications and construction administration for an Elevated Water Tank, Water Transmission Lines, a Sewage Pump Station and Force Main in Biloxi, MS.

  • Principal-in-Charge and Project Manager for three, New 1.0 million Gallon Elevated Water Storage Tanks at Woolmarket, 6th Street in East Biloxi and Cedar Lake Road at I-10 for the City of Biloxi, MS. These projects included hydraulic studies, plans and specifications and construction administration.

  • Principal-in-Charge and Project Manager for a Chlorination Study and Plans and Specifications and Construction Administration for a New Chlorination Building and Equipment at the East Bank Water Treatment Plant for the Department of Water, Jefferson Parish, Louisiana.

  • Principal-in-Charge and Project Manager for a preliminary engineering study and plans and specifications and construction administration for a New 23,000 GPM Wastewater Pumping Station located at Transcontinental Drive and Vineland Street, for the Department of Sewerage in Jefferson Parish, Louisiana.

  • Principal-in-Charge and Project Manager for a planning study for the Regional Planning Commission for Jefferson, Orleans, Plaquemines, St. Bernard and St. Tammany Parishes and plans and specifications and construction administration for the New Orleans Department of Public Works for all Infrastructure Relocation and Improvements for the New Veterans Administration Medical Center in New Orleans, LA. This project includes demolition, streets, drainage, water, and sewerage as well as the coordination of the demolition and relocation of all private utilities such as electricity, gas, telephone, television cable and other telecommunication systems.

  • Principal-in-Charge and Project Manager for Master Site Development and plans and specifications and construction administration for the HOPE VI Re-Development of the Desire Housing Development for the Housing Authority of New Orleans, Louisiana. This $20 million project involving HUD funds included demolition, resubdivision of the site, plans and specifications and construction administration for demolition, streets, drainage, water, sewerage as well as the coordination of the construction of all private utilities such as electricity, gas, telephone, television cable and other telecommunications systems.

  • Principal-in-Charge and Project Manager for a design report for fronting protection at Cousins, Whitney Barataria, Estelle No. 1 (Old) and New Estelle Drainage Pumping Stations and plans and specifications and engineering during construction for Estelle No.1 (Old) and New Estelle Drainage Pump Stations in Jefferson Parish, Louisiana for the U. S. Army Corps of Engineers, New Orleans District. (N-Y was a major subconsultant to another firm)

  • Principal-in-Charge and Project Manager for the preparation of plans and specifications and construction administration of the $25 million Claiborne Avenue Manifold Canal (box culvert) from Louisiana Avenue to Jena Street for the Sewerage and Water Board of New Orleans and the $45 million Jefferson Avenue Canal (box culvert), from South Claiborne Avenue to Dryades Street for the Sewerage and Water Board of New Orleans both of which are SELA (Southeast Louisiana Flood Control) Projects funded by the U.S. Army Corps of Engineers. The Claiborne Avenue Project is completed and the Jefferson Avenue project is scheduled for bidding in the last quarter of 2011.

  • Principal-in-charge and Project Manager for plans and specifications and construction administration for a $3.5 million FEMA funded Sanitary Sewer Line Rehabilitation project in St. Bernard Parish, Louisiana.

  • Principal-in-charge and Project Manager for preparation of a Model of the St. Bernard Parish, Louisiana, Water Distribution System followed by the preparation of a Master Plan of the Water Distribution system. (N-Y was a major subconsultant to another firm.)

  • Principal-in-charge and Project Manager for the preparation of a Master Plan for Storm Drainage Improvements in St. John the Baptist Parish, Louisiana, followed by plans and specifications and construction administration of various storm drainage projects each year as the Plan is implemented.   • Principal-in-Charge and Project Manager for design, permitting and construction administration for a new Chilled Water Distribution Expansion from South Liberty and Gravier Streets to the Roosevelt Hotel in New Orleans for Entergy Thermal, LLC.
