Frank Nicoladis, PE
President

Mr. Nicoladis has more than 50 years of experience as a consulting engineer. Prior to establishing N-Y in 1969, he worked for three consulting firms and one construction company in Louisiana and Mississippi, where he was a project engineer and then project manager for a variety of civil engineering projects located in various states in addition to the above.

Mr. Nicoladis continues to serve as Principal-in-Charge for many of N-Y’s projects. He participates in the initial marketing efforts through the final close-out. Two of his primary objectives are seeing that projects are adequately staffed and that the firm's quality control systems are implemented during the planning, design and construction phases. He also strives to ensure that the client's schedule and budget are met. Mr. Nicoladis’ responsibility is to ensure that N-Y’s resources are adequately and efficiently utilized to provide clients with a level of satisfaction that exceeds their expectations.

Mr. Nicoladis has formulated construction programs for his clients and has assisted them in the passage of bond issues which were required to finance their construction. During his career, he has prepared preliminary engineering reports, financial feasibility studies, appraisals and master plans. He has served as an expert witness and has worked with most infrastructure related grant and loan programs. He has also been responsible for the preparation of construction plans and specifications as well as for administering the construction of a large variety of civil engineering projects. Mr. Nicoladis has also provided design and construction overview of an array of architectural and urban planning projects for N-Y.

Mr. Nicoladis served as Jefferson Parish’s (La.) first Administrative Hearing Officer after passage of the Parish’s first ordinance to control code enforcement and blight. He also played a major role in establishing Jefferson Parish’s engineering-architectural selection process and in formulating policies for the payment for such services.

He is a member of the Holy Trinity Greek Orthodox Cathedral, Sigma Chi Fraternity and has served on the Board of Directors of the Salvation Army of New Orleans.
