JAMES E. SIMMONS, PE

Vice President / Civil and Structural Engineer

Jim Simmons has over 40 years of progressively responsible civil engineering experience including over 30 years with N-Y with an emphasis on transportation and structural projects including highways, bridges, ports and industrial facilities. His experience also includes canals, pumping stations, flood control and storm surge projects for the U.S. Army Corp of Engineers such as levees, floodwalls, flood gates, navigable sector gates and frontal protection.

 Mr. Simmons has extensive experience working with state transportation and federal agencies including the US Army Corps of Engineers, the Federal Highway Administration, and the US Department of Labor. He prepares preliminary and planning reports, final construction plans and specifications, and provides construction administration. He works with private and public clients at the local, state and federal level and with regulatory and permitting agencies. Mr. Simmons also manages the engineering design for NEPA documents for transportation projects.

Prior to joining N-Y Mr. Simmons was a project engineer for the design of industrial projects at Reynolds Aluminum Company in Corpus Christi, Texas; Vulcan Materials Company in Geismar, Louisiana; Shell Oil Company in Norco, Louisiana; and Marathon Oil Company in Garyville, Louisiana.
